Our client is looking for An experienced Schools Grants Administrator based in Carmarthen.

Main duties include -

To be responsible for the co-ordination of all financial and service delivery functions including audit and grant management relating to the schools grant funding that lead to better outcomes for children, young people and families. To be responsible for the financial management of one of the authority's European Social Fund project. Specific duties may vary in accordance with the changing needs of the division.

To formulate, implement and manage the provision of effective and efficient operational systems for grant management within schools to ensure quality of provision.

To establish and maintain information systems on the utilisation of grant funding and performance of schools for inclusion in reports to external agencies and funding bodies to ensure continuation of support and improved services.

To monitor financial resources within specific budget headings ensuring compliance with internal and external regulations and provide monthly reports and analysis to managers.

Management of Information Systems to ensure comprehensive and accurate service data for schools, managers and external bodies.

To work closely with the relevant Third Tier Officer, service delivery teams and Standards and Quality Manager on the development of operational systems including the management of performance information systems to ensure positive impacts on service provision.

Direct verbal and written contact with Headteachers and school staff, Heads of Service, Director, Members and a wide range of service partners and other Local Authorities within ERW.

Assist in developing and implementing systems of work on a regional basis as part of ERW.

Provide specialist advice, guidance and support to Headteachers and school staff.

Monitor, analyse and interpret complex qualitative and quantitative data for inclusion in external reports to monitor service delivery and effective grant utilisation.

Contribute to the formulation and development of policy for the division in order to implement local and national priorities and relevant corporate and service specific strategies which impact on school grant management and utilisation.

Manage a training timetable and support service for school staff in relation to grant management.

Responsible for ensuring an European Social Fund project is financially compliant and adheres to all funding and contractual and legal requirements.

Responsible for implementation of processes and procedures in line with ESF and Local Authority Financial Procedures.

Undertake financial monitoring and spending reviews to satisfy ESF and audit requirements to ensure compliance.

Collation and submission of ESF financial reports and claims on behalf of the authority and liaising with the Corporate Finance Team, West Wales European Centre, Pembrokeshire County Council Finance and European Officers on financial management.

To undertake any other duties that may be reasonably requested by the Line Manager to achieve the targets of the County Council.
