Job Title: Major Roads Planning & Strategy Officer

Salary: £32,005 - £38,698 per annum

Location: Flexible across the North of England, but with a requirement to regularly work from offices in Manchester

Purpose of the role:

Support the Major Roads Team in working with DfT, Highways England and Local Authority partners in determining and agreeing priorities aligned to the Strategic Transport Plan Objectives for investment in the North's Major Road Network.

Manage, control and/or deliver of work programmes across the Major Roads Network to meet defined objectives. You will be expected to deliver your scope of work in line with budgetary, compliance, regulatory and planning controls.

Key Accountabilities:

Oversee an agreed scope of activities ensuring allocated work is completed in order to deliver against this agreed programme of work.

Deliver/assist to manage small to medium scale programmes of work, ensuring appropriate use of resources to deliver the required scope of work within set deadlines.

Develop plans for the management/control of small to medium scale programmes of work and monitor performance against the plan to ensure agreed milestones are met.

Collaborate with stakeholders and third-party contractors, in order to ensure all parties are informed and appraised of project progress, and objectives remain aligned.

Analyse and review a range of data to identify key themes and trends, using outputs to produce recommendations that support project decision-making.

Identify project risks and implement mitigating actions for projects managed, or present risks to senior managers for projects/programmes supported, to ensure deliverables are not adversely affected.

Qualifications and Knowledge:

Degree in a relevant subject or equivalent experience.

Professional qualification, chartered status (desirable) or equivalent experience.

Skills and experience:

Experience in major highways and/or transportation programme development and delivery.

Ability to understand and work in partnership with the Local Transport Authorities, Department for Transport and/or other national agencies.

Proven management experience across a range of relevant projects and programmes of work, and a relevant professional qualification.

Commercial acumen.

Understanding of project and programme management principles.

Experience of leading defined programmes of work.
