Role Summary

*To take lead responsibility for the Estates Development and land and property department and as directed on Trust major capital projects, ensuring the most effective planning, development and financial management of all services provided.
*To provide and receive highly complex information, communicates Estates & Facilities policy, technical information to Senior Managers, Directors, high level negotiations with contractors, consultant parties, local authority officers and other external bodies.
*To take technical and professional lead on identified issues related to the management of Capital Developments to provide accurate up to date advice to Director of Estates, Facilities & PFI.

Key Areas / Tasks

* To plan and monitor the delivery of the Estates capital elements of the Trusts Capital programme, including the ten year strategic review, incorporating all major projects, the retained estate programme, estate rationalisation programme to enable the closure of redundant sites and the estate and general lifecycle replacement programme.
* To take responsibility for the management and execution of the Trusts Estate capital programme and to lead the Estates Capital subgroup.
* To provide professional leadership to all staff within recognised professional area.
* To provide expert advice to senior managers and other senior colleagues
* To be professionally and managerially accountable for estates capital construction matters and for the strategic development of the estates service.
* To have responsibility for providing a safe environment and reducing risk for patients, staff and visitors in respect to Estates capital development works.
* To manage external capital project consultants and contracts as required, e.g. NEC, P21+
* To undertake concept and full cost feasibilities to enable Operational Directors / business leads to develop business cases for clinical expansion.
* To provide expert specialist and professional construction project advice to Senior Management of the Division and the organisation.
* To be managerially accountable for Capital Development team, project consultants and contractors as required.
* To provide and receive highly complex information. Communicates Estates & Facilities policy, technical information to Senior Managers, Directors, high level negotiations with contractors, consultant parties, local authority officers and other external bodies.
* To support the development of long term strategic plans that are relevant and impact across whole organisation in support of Trust objectives; and the development of Estate Strategy that is responsive to the Trust's clinical services and financial strategy.
* Responsible for interpreting legislative, land and property and other policy requirements on Estates for the Trust and for advising the Director of Estates, Facilities & PFI and Trust Board on appropriate E&FM capital related matters.
* To manage and control as designated major Trust capital budgets and authorise payment of associated capital works invoices.
* Professionally and managerially accountable for all capital estates construction and engineering projects, ensuring safety and appropriate management of risk.
* To take technical lead on identified issues related to the management of Estates capital, providing accurate up to date advice to the Trust Executive and Capital investment Group.

About you:

* Degree in Engineering / Construction related subject desirable
* Prince 2 Practitioner desirable
* Demonstrable experience in a senior management role in a large acute health facility
* Experience in respect to design and management of Engineering / Construction projects / Building Surveying / Quantity Surveying within a Health care or public sector context
* Demonstrable experience utilising standard forms of contracts used in building and engineering capital works contracts including P21+
* Previous experience within a Health Service context
* CDM Professional Training Skills, ability and knowledge
* Ability to manage multidisciplinary staff
* Project team leadership/ participation
* Capital budget management
* Working knowledge of Procure 21+ procedures
* Detailed knowledge of Capital Investment Manuals and other associated NHS guidance.
* Working knowledge of operational E&FM management and its interfaces with capital schemes
* Ability to support and develop cost plans and improvement programs and capital processes
