A well established Social Housing Group are looking for a CIPs qualified Category Manager to develop and lead strategic sourcing and agreeing a procurement strategy for various supply chain categories.

The ideal candidate will have a CIPS qualification to a minimum of level 5, preferably Level 7


Key Accountables & skills:

*Work collaboratively with the Procurement Team, supporting the Senior
Procurement Manager in developing and delivering operationally excellent strategies
for a portfolio of supply chain product categories. Lead on the development,
procurement and implementation of category strategies ensuring that contracts
awarded deliver value for money.

*Identify key supplier relationships to prioritise procurement efforts in driving
improvement in value for money, performance, quality, service and innovation. Take
responsibility for developing successful supply chain relationships through
supplier/manufacturer visits and understanding the end-to-end supply chains. Maintain
relationships with other key stakeholders including sector specialists, and resident
involvement teams in wider supply chain improvement initiatives.

*Develop extensive market research and analysis in specific markets in which the
categories operate and evaluate market intelligence to support specific procurement
strategies.

*Monitor and report supplier performance across the Group for assigned categories.
Assess and improve resilience of the supply chain. Work with the stakeholders to
ensure that all key portfolio suppliers are monitored throughout the duration of their
contracts and facilitate review and audit of spend categories.

*Assume responsibility for agreeing and providing necessary management information
on category spend across all budgets and procurement efficiencies achieved
group wide for assigned categories.

*Develop best practices to ensure regulatory and governance compliance. Ensure that
procurement strategies and recommended routes to market remain within the legal
requirements regarding publicly funded procurement, the Public Contracts Regulations
and the Group's Procurement Policy & Procedures. Monitor the overall range of
procurement solutions in place across portfolio in liaison with the Procurement
Managers to ensure contract conditions remain compliant and make recommendations
to ensure continuous improvement.

*Comprehensive and demonstrable experience in applying Public Contracts Regulations
knowledge to the management of end-to-end procurement activity and utilising different routes
to market including frameworks/DPS and other tender approaches as appropriate

*Experience in Technology related procurement

*High levels of general business acumen, attention to detail and IT skills

*CIPs qualification - ideally Level 7
